The Town of Davie is an “entitlement recipient” of Federal Community Development Block Grant (CDBG) funds from U.S. HUD and is preparing to submit its Action Plan for Federal Funds for FY 2023/2024, which identifies the Town’s housing and community development needs and outlines funding strategies to address such. The CDBG Program is designed to:
- Develop viable urban communities by providing decent housing and a suitable living environment; and
- Expand economic opportunities for low and moderate individuals and families; and
- Strengthen the partnerships between all levels of government and the private sector, in the production of affordable housing sufficient to meet the needs of the community.
The Town anticipates receiving an estimated $717,324 in FY 2023/2024 CDBG funds to address community development and housing needs in Davie. In order to receive these funds, the Town of Davie must have a HUD-approved Action Plan, as required by the U.S. Department of Housing and Urban Development. The Town anticipates receiving an estimated $227,000 in FY 2023/2024 HOME Investment Partnerships (HOME) funds from Broward County Environmental Protection & Growth Management Department (Broward County HOME Consortium). HOME funds will be used to address housing needs in Davie. Funding is subject to change. The below listed projects are included in the draft Annual Action Plan:
CDBG - FY 2023/2024 $717,324:
#2023-1 CDBG Public Infrastructure - $573,860 – Expand and improve access to public infrastructure through development activities that benefit residents in LMI areas. In PY 2023, the Town will fund park improvements and neighborhood facilities and community centers.
#2023-2 Fair Housing, Citizen Participation & Support Services - $143,464 – To plan, administer and monitor the CDBG funds and activities; undertake comprehensive planning activities; apply for other related grants; expand Fair Housing Education & Outreach program designed to remove impediments to fair housing choices and provide a wide range of housing opportunities for Davie residents; participate in homeless assistance initiatives; prepare environmental review records, etc.
HOME – FY 2023/2024 - $227,000 – HOME funds allocation to provide for closing costs and down payment assistance for “First-Time Homebuyers” whose incomes are at or below 80% of Area Median Income.
PUBLIC HEARINGS: The Town of Davie will be holding public hearings to review and discuss the CDBG 2023 Action Plan. A Pre-development public hearing meeting will be held on May 1, 2023 at 11:00 AM. A public hearing meeting will be held on June 7, 2023 at 6:30 PM.
PUBLIC COMMENT PERIOD: Furthermore, notice is given that there will be a public review period to allow for comments on the draft 2023 Annual Action Plan. The public review period will be held for 30 days beginning May 3, 2023 to June 5, 2023 in accordance with HUD guidelines. The proposed 2023 Annual Action Plan will be available for review on the Town of Davie’s website: www.davie-fl.gov. Notice of Funding Availability (NOFA)
STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) FUNDS FOR FY 2021-2022
The Town of Davie announces the availability of approximately $694,627 in State Housing Initiatives Partnership (SHIP) Program funding for activities to benefit extremely-low, very-low, and low income households. Funding will be used for the Town’s Owner-Occupied Home Rehabilitation Program and Purchase Assistance Program. Of the Town’s allocated funds, a minimum of 20% will be set aside for Special Needs Households, and first priority will be given to persons with developmental disabilities as defined in section 393.063 of the Florida Statutes. All strategies will service households meeting the definition of Special Needs first. Applications will then be processed for each strategy to assist very low and low income households.
HOME REPAIR PROGRAM:
SHIP funds will be made available to income eligible households in need of repairs to alleviate code violations, health hazards and life and safety issues, electrical, plumbing, roofing, windows and other structural items. The maximum award amount is $60,000.
PURCHASE ASSISTANCE PROGRAM:
SHIP Funds will be made available to income eligible very low and low first-time homebuyers with the goal of expanding homeownership opportunities to the identified targeted income groups. A maximum deferred payment loan up to $50,000 is applied towards the closing costs, first mortgage reduction, and/or down payment assistance for the purchase of eligible owner-occupied housing. Manufactured homes built after June 30, 1994 are eligible. The maximum award is $50,000.

Applications will be accepted for the Home Repair and Purchase Assistance Program beginning February 23, 2022 through March 9, 2022 or until funds are expended from 9:00 AM – 4:30 PM.
