Pursuant to Executive Order No. 20-69 and Order No. 20-112, issued by the Office of Governor Ron DeSantis, municipalities may conduct meetings of their governing boards without having a quorum of its members present physically or at any specific location, and utilizing means of media technology communication, such as telephonic or video conferencing, as provided by Section 120.54(5)(b)2, Florida Statutes.

The Town of Davie will be holding a virtual public hearing to review and discuss the Community Development Block Grant (CDBG) Five - Year Consolidated Plan for 2020-2024, FY 2020/21 Action Plan & HOME Investment Partnerships (HOME). The virtual meeting will be held on July 29, 2020 at 6:30 PM and can be accessed through the Town’s website, Comcast Channel 78, or by joining the live stream through WebEx Video Communications. Interested parties wishing to be heard with respect to the Community Development Block Grant (CDBG) Five - Year Consolidated Plan for 2020-2024, FY 2020/21 Action Plan may submit their comments prior to 5:00 PM on the date of the meeting by:

Pursuant to Florida Statute §286.0105, anyone wishing to appeal any decision made by the Town of Davie’s Town Council with respect to any matter considered at such meeting or hearing will need a record of the proceedings and, for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Town of Davie

Community Development Block Grant (CDBG) Five-Year Consolidated Plan for 2020-2024,

 FY 2020/21 Action Plan & HOME Investment Partnerships (HOME)

7 Day Public Comment Period

The Town of Davie is an “entitlement recipient” of Federal Community Development Block Grant (CDBG) funds from U.S. HUD, and is preparing to submit its Action Plan for Federal CDBG Funds for FY 2020/21 and its Consolidated Plan for FY 2020 - 2024, which identifies the Town’s housing and community development needs and outlines funding strategies to address such. The CDBG Program is designed to:

• develop viable urban communities by providing decent housing and a suitable living environment; and

• expand economic opportunities for low and moderate income individuals and families; and

• strengthen the partnerships between all levels of government and the private sector, in the production of affordable housing sufficient to meet the needs of the community.

The Town anticipates receiving an estimated $687,224 in FY 2020/21 CDBG funds to address community development and housing needs in Davie. In order to receive these funds the Town of Davie must have a HUD-approved Action Plan, as required by the U.S. Department of Housing and Urban Development. The Town anticipates receiving an estimated $183,724 in FY 2020/21 HOME Investment Partnerships (HOME) funds from Broward County Environmental Protection & Growth Management Department (Broward County HOME Consortium). HOME funds will be used to address housing needs in Davie. Funding is subject to change. The below listed projects are included in the draft Annual Action Plan:

FY 2020/21 - $687,247

CDBG

#2020-1 Residential Rehabilitation Program – $299,798 This activity will provide minor home repairs to income eligible single-family Davie households who are experiencing conditions in and around the home that pose a threat to health, safety, and welfare of the household occupants. This project will be carried out on a town-wide basis.

#2019-2 Fair Housing, Citizen Participation & Support Services $137,449 – To plan, administer, and monitor the CDBG funds and activities; undertake comprehensive planning activities; apply for other related grants; expand Fair Housing Education and Outreach Program designed to remove impediments to fair housing choices and provide a wide range of housing opportunities for Davie residents; participate in homeless assistance initiatives; prepare Environmental Review Records/Assessments, etc. (Planning, Administration, Fair Housing, Citizen Participation & Support Services).

#2020-3 Purchase Assistance Program $250,000 – To provide for closing costs and down payment assistance for “First-Time Homebuyers” whose incomes are at or below 80% of Area Median Income.

HOME

HOME - FY 2020/21 $183,724 – HOME funds allocation to provide for closing costs and down payment assistance for “First-Time Homebuyers” whose incomes are at or below 80% of Area Median Income.

The activities identified above will principally benefit low/moderate income residents of the Town; and, no displacement or relocation of Davie residents or businesses is anticipated. A draft of the Consolidated and Action Plans will be available for a 7-day public comment period commencing July 9, 2020 and will end on July 16, 2020. A copy of the Plans may be viewed on the Town of Davie’s website: www.davie-fl.gov. A Public Hearing will be held by the Town Council on July 29, 2020 prior to adopting the Plan. Public comments may be sent in writing to the Community Services Division during the public comment period commencing July 9, 2020 and ending on July 16, 2020 by 5:00 PM.
